The Google Nexus 9 features a lot better looking screen than Samsung Galaxy Tab Active Pro, because although it has a little bit smaller screen, it also counts with more pixels per inch in the screen and a quite better 2048 x 1536 resolution.
Galaxy Tab Active Pro shoots better pictures and videos than Google Nexus 9, because it has a back-facing camera with lot more mega pixels and a way higher 3840x2160 (4K) video quality. Galaxy Tab Active Pro features a lot bigger memory to store more apps and games than Google Nexus 9, because it has a SD extension slot that holds up to 512 GB and 64 GB internal storage.
The Galaxy Tab Active Pro has a bit longer battery lifetime than Google Nexus 9, because it has 7600mAh of battery capacity.
Although Galaxy Tab Active Pro is a better device, it costs a lot more than the Google Nexus 9, and it doesn't have such a good price and quality relation as the Google Nexus 9. So if you need that extra features, you can buy Galaxy Tab Active Pro, else you can save a couple dollars and get the Google Nexus 9, letting go some features and specifications.
