The Microsoft Surface 3 is slightly better than the Apple iPad mini (7th Gen), with a general score of 66.3 against 61. The Apple iPad mini (7th Gen) counts with a much better display than Microsoft Surface 3, because although it has a way smaller screen, it also counts with a lot greater display pixel density and a quite better 1488 x 2266 resolution.
The Microsoft Surface 3 has a superior storage capacity to install applications and games than iPad mini (7th Gen), because it has 128 GB internal storage. Microsoft Surface 3 features a much faster processing unit than iPad mini (7th Gen), although it has lesser cpu cores (but faster). The iPad mini (7th Gen) captures greater pictures and videos than Microsoft Surface 3, because it has a back-facing camera with much more mega pixels and a lot better 3840x2160 (4K) video definition.
Apple iPad mini (7th Gen) counts with a battery life that's very similar to the Microsoft Surface 3 one.
