Google Nexus 7 (2013) is just a bit better than Lumia 2520, getting a 70.8 score against 68.6. Google Nexus 7 (2013) is a just a little bit thinner and notably lighter tablet than the Lumia 2520, even though both were released only 3 months apart. The Google Nexus 7 (2013) counts with Android 5.0 OS, and Lumia 2520 comes with Windows RT 8.1 OS.
Lumia 2520 has a little bit better looking screen than Google Nexus 7 (2013), because although it has a way worse display pixels density and a quite lower 1080 x 1920 resolution, it also counts with much more brightness and a much larger screen. The Lumia 2520 counts with a bit faster processing unit than Google Nexus 7 (2013), and although they both have 4 CPU cores and 2 GB of RAM memory, the Lumia 2520 also has a much better 450 MHz GPU.

Although Google Nexus 7 (2013) is a better device, it is a lot more expensive than the Lumia 2520, and it doesn't have such a good quality/price relation as Lumia 2520. So if you want that extra features, you can buy the Google Nexus 7 (2013), otherwise you can save some money and get the Lumia 2520, giving up some specifications.
