The Galaxy Tab A 10.1 (2019) has an overall score of 76.7, which is way better than the Panasonic Toughpad JT-B1's score of 54.4. These devices have Android OS, but Galaxy Tab A 10.1 (2019) has a more recent 11 version while Panasonic Toughpad JT-B1 has Android 4.0 version, providing lots of additional features.
