The Galaxy Tab 2 10.1 (AT&T) counts with Android 4.1 OS, while Microsoft Surface RT comes with Windows RT OS.

Microsoft Surface RT counts with a bit better hardware performance than Galaxy Tab 2 10.1 (AT&T), because it has a much better graphics processing unit working at 520 MHz, more processing cores and more RAM. The Galaxy Tab 2 10.1 (AT&T) counts with a little bit better screen than Microsoft Surface RT, because although it has a quite smaller display and a bit lower resolution of 800 x 1280px, it also counts with a little better screen density.

The Microsoft Surface RT has a much greater memory for apps and games than Galaxy Tab 2 10.1 (AT&T), because although it has no slot for SD memory cards, it also counts with more internal memory capacity. Samsung Galaxy Tab 2 10.1 (AT&T) captures much clearer pictures and videos than Microsoft Surface RT, and although they both have the same 1920x1080 video resolution and the same video frame rates, the Samsung Galaxy Tab 2 10.1 (AT&T) also has a much more MP back-facing camera.

Although Galaxy Tab 2 10.1 (AT&T) is a better device, it is a lot more expensive than Microsoft Surface RT, and it doesn't have such a good quality/price relation as Microsoft Surface RT. So if you want that extra features and specs, you can buy Galaxy Tab 2 10.1 (AT&T), but if you don't you can save some money and get the Microsoft Surface RT, letting go some features and specs.
