The Samsung Galaxy Tab 3 7.0 has an overall score of 66.5, which is just a bit better than Samsung ATIV Tab 3's score of 65. The Samsung Galaxy Tab 3 7.0 design is somewhat thicker but way lighter than Samsung ATIV Tab 3, and both of them were released only 2 months apart. The Samsung Galaxy Tab 3 7.0 works with Android 4.4.2 operating system, and Samsung ATIV Tab 3 has Windows 8 operating system.
Galaxy Tab 3 7.0 has a bit more powerful CPU than Samsung ATIV Tab 3, because although it has lesser RAM, and they both have a Dual-Core CPU, the Galaxy Tab 3 7.0 also counts with an extra GPU. The Galaxy Tab 3 7.0 features a little more vivid screen than Samsung ATIV Tab 3, because although it has a much lower resolution of 600 x 1024 and a really smaller screen, it also counts with a bit greater number of pixels in each inch of screen.
The Samsung Galaxy Tab 3 7.0 takes just a bit better photographs and videos than Samsung ATIV Tab 3, although it has a lot worse 3 MP resolution camera in the back. The Samsung ATIV Tab 3 features a superior storage capacity for games and applications than Galaxy Tab 3 7.0, because although it has no slot for an external memory card, it also counts with 64 GB internal memory.

Although Galaxy Tab 3 7.0 is a better device, it is way more expensive than Samsung ATIV Tab 3, and it doesn't have such a good quality/price relation as the Samsung ATIV Tab 3. If you are trying to save some dollars, you can buy the Samsung ATIV Tab 3, giving up a couple features and specs, but you will get the most with your savings.
