Microsoft Surface Go is much better than Samsung Galaxy Tab 3 V, with a global score of 66.5 against 58.5. Microsoft Surface Go is a somewhat thinner but incredibly heavier device than Samsung Galaxy Tab 3 V.

The Microsoft Surface Go features a bit more powerful processing unit than Galaxy Tab 3 V, because it has 7 GB more RAM and a larger number of cores. Galaxy Tab 3 V counts with a little bit better screen than Microsoft Surface Go, although it has a bit lower screen density, a lot smaller screen and a lot worse 1024 x 600 resolution.

So if you need that extra specs and features, you can buy the Microsoft Surface Go, but if you don't you can save a couple dollars and buy the Samsung Galaxy Tab 3 V, letting go a couple specs and features.
