Galaxy Tab 4 10.1 has a score of 67.8, which is a bit better than Alcatel JOY TAB 2's global score of 62.5. Both of these tablets use Android operating system, but Galaxy Tab 4 10.1 has 4.4.2 version while Alcatel JOY TAB 2 has Android 10, so it provides you some extra features and performance improvements. The Alcatel JOY TAB 2 shoots much clearer photographs and videos than Galaxy Tab 4 10.1, because it has a lot more megapixels camera and a much higher 1920x1080 video quality.
Galaxy Tab 4 10.1 costs a bit more money than the Alcatel JOY TAB 2, but you can get a better tablet for that extra money.
