Although Galaxy Tab Pro 10.1 is a better device, it is way more expensive than Galaxy Tab 4 7.0, and it doesn't have such a good quality/price relation as the Galaxy Tab 4 7.0. If you want to save some dollars, you can get Galaxy Tab 4 7.0, giving up some specs and features, but you will get the most out of your money.
