Both of these devices include Android operating system, but the Samsung Galaxy Tab S9 Ultra has newer 13 version and Galaxy Tab 4G LTE has Android 2.2, so it provides you some extra features and a performance increase. Samsung Galaxy Tab S9 Ultra's design is incredibly thinner and much lighter than Galaxy Tab 4G LTE.
