The Samsung Galaxy Tab Active Pro is slightly better than Microsoft Surface Pro 4, having a 77.5 score against 75.1. The Samsung Galaxy Tab Active Pro has Android 9.0 Pie OS, while Microsoft Surface Pro 4 comes with Windows 10 Pro OS. Samsung Galaxy Tab Active Pro's construction is a lot newer and lighter, but thicker than Microsoft Surface Pro 4.
Galaxy Tab Active Pro counts with a much greater performance than Microsoft Surface Pro 4, because although it has a lower amount of RAM, it also counts with 8 more processing cores. Microsoft Surface Pro 4 counts with a sharper display than Samsung Galaxy Tab Active Pro, because it has a little bit higher quantity of pixels in each inch in the screen, a much higher resolution of 1824 x 2736px and a larger screen.
The Microsoft Surface Pro 4 features a very superior storage to store more games and applications than Samsung Galaxy Tab Active Pro, because although it has no slot for an SD memory card, it also counts with 1000 GB internal memory. Galaxy Tab Active Pro has a lot better camera than Microsoft Surface Pro 4, because it has a way higher (4K) video resolution and a way higher 13 mega pixels resolution camera in the back.

If you want to save some dollars, you can buy Microsoft Surface Pro 4, giving up a couple features and specs, but you'll get the most out of your budget.
