Even though Galaxy Tab Active Pro is extremely newer than the Galaxy Tab S3, it's incredibly heavier and incredibly thicker. Both of these devices have the same Android 9.0 Pie OS, so you shouldn't see any differences regarding operating system features.
The Samsung Galaxy Tab Active Pro has just a bit better hardware performance than Samsung Galaxy Tab S3, and although they both have 4 GB of RAM, the Samsung Galaxy Tab Active Pro also has 4 more cpu cores. The Galaxy Tab S3 counts with a little sharper screen than Samsung Galaxy Tab Active Pro, because although it has a bit smaller screen, it also counts with a slightly better resolution of 1536 x 2048 and a just a little more pixels per inch in the display.
Galaxy Tab S3 has a better camera than Galaxy Tab Active Pro. Both of them have a same resolution back facing camera, the same 3840x2160 video definition and the same 30 frames per second video frame rate. Galaxy Tab Active Pro has a superior memory to store more apps and games than Samsung Galaxy Tab S3, because it has 32 GB more internal storage capacity and a SD card slot that supports up to 512 GB.
Galaxy Tab Active Pro features better battery duration than Galaxy Tab S3, because it has a 7600mAh battery size instead of 6000mAh.
Although Samsung Galaxy Tab Active Pro is a better device, it is way more expensive than the Samsung Galaxy Tab S3, and it doesn't have such a good quality/price relation as Samsung Galaxy Tab S3. If you are trying to save a few dollars, you can get Samsung Galaxy Tab S3, and give up a few features and specs, but you'll get the most with your money.
