Samsung Galaxy Tab E 8.0 is just a bit better than Blackview Tab 13, with a score of 64.9 against 63.8. Both of these tablets use Android operating system, but Samsung Galaxy Tab E 8.0 has a more recent 5.1 Lollipop version while Blackview Tab 13 has Android 12 version, giving some extra features and performance optimizations.
