Samsung Galaxy Tab S3 comes with Android 9.0 Pie OS, and Microsoft Surface RT has Windows RT OS.
Galaxy Tab S3 features a little better processing power than Microsoft Surface RT, because although it has doesn't have an extra graphics processing unit, and they both have the same number of cores, the Galaxy Tab S3 also counts with more RAM memory. Galaxy Tab S3 counts with a bit better looking display than Microsoft Surface RT, because although it has a quite smaller display, it also counts with a much better 1536 x 2048 resolution and a lot higher amount of pixels per inch in the screen.
Samsung Galaxy Tab S3 shoots a lot better pictures and videos than Microsoft Surface RT, because it has a way better 3840x2160 video resolution and a back facing camera with lot more MP.
