The iPad mini (7th Gen) is better than ZTE V98, with a general score of 61 against 53.4. The iPad mini (7th Gen) comes with iPadOS 15.x OS, while ZTE V98 has Windows 8 Pro OS. ZTE V98 has a much powerful processing unit than iPad mini (7th Gen), although it has 4 less cores (but faster).
