Apple iPhone 12 mini is better than HTC One M9, having an 88.5 score against 77.7. Apple iPhone 12 mini counts with iOS 14.x OS, while HTC One M9 works with Android 5.0 OS. Apple iPhone 12 mini's construction is much newer, notably thinner and somewhat lighter than HTC One M9. Apple iPhone 12 mini features a bit better CPU than HTC One M9, because although it has 2 lesser cores (although faster) and doesn't have an additional graphics processing unit, and they both have a 64-bit processor, the Apple iPhone 12 mini also counts with 1 GB more RAM memory.

If you are trying to save a few dollars, you can get HTC One M9, letting go a couple features, but you will get the most with your budget.
