Samsung Galaxy Note 3 is much better than the Asus ZenFone 4, getting an 81.2 score against 52.5. Both of these phones include Android OS, but the Samsung Galaxy Note 3 has newer 5.0 version while Asus ZenFone 4 has Android 4.4 version, so it gives you some additional features. Although the Samsung Galaxy Note 3 and the Asus ZenFone 4 were released only a couple months apart, Samsung Galaxy Note 3's construction is noticeably thinner but incredibly heavier.
The Galaxy Note 3 counts with a faster processor than Asus ZenFone 4, because it has a larger number of cores (and faster), a graphics processor and 2 GB more RAM. Samsung Galaxy Note 3 has a much more vibrant screen than Asus ZenFone 4, because it has a lot better resolution of 1920 x 1080, a way bigger screen and a lot better screen density.
