The Motorola Moto G7 Power is much better than BLU VIVO XL4, getting a 72.6 score against 60.3. These devices work with Android operating system, but Motorola Moto G7 Power has a newer 9.0 Pie version while BLU VIVO XL4 has Android 8.1 Oreo version, giving some nice extra features. Motorola Moto G7 Power costs a bit more than the BLU VIVO XL4, but it's still a good choice, as you can get a better phone for that extra money.
