Galaxy F23 has a score of 84.6, which is just a bit better than the HTC One M9's 77.7 score. Galaxy F23 is a incredibly newer phone, and it's also a lot lighter and somewhat thinner than HTC One M9. Both of these phones include Android operating system, but the Galaxy F23 has a newer 12 version and HTC One M9 has Android 5.0, so it gives you a couple nice extra features.
The HTC One M9 counts with a brighter screen than Samsung Galaxy F23, because although it has a little bit worse resolution of 1920 x 1080px and a really smaller display, it also counts with a quite higher pixels quantity in each display inch.
