These phones come with Android OS, but Galaxy S20 FE has a newer 11 version while HTC One M9 has Android 5.0 version, so it gives you a couple nice extra features. Galaxy S20 FE's body is noticeably newer and thinner, but heavier than the HTC One M9.
HTC One M9 counts with a much better screen than Galaxy S20 FE, because although it has a much smaller screen and a little bit worse 1920 x 1080px resolution, it also counts with a quite greater pixels density. HTC One M9 counts with a bit better performance than Samsung Galaxy S20 FE, because although it has a smaller amount of RAM, and they both have 8 cores, the HTC One M9 also counts with an extra graphics processing unit and a 64 bits processing unit.
The Samsung Galaxy S20 FE features a lot bigger storage capacity to store more apps and games than HTC One M9, because it has 96 GB more internal storage and a slot for SD memory cards that admits a maximum of 1000 GB. Galaxy S20 FE captures slightly better pictures and videos than HTC One M9, because although it has a camera in the back with a way worse 12 megapixels resolution and a worse video resolution, it also counts with a lot bigger back-facing camera sensor providing a much higher image quality and a larger aperture for better low-light images.
Galaxy S20 FE has a much better battery lifetime than HTC One M9, because it has a 4500mAh battery capacity instead of 2840mAh.
Although Samsung Galaxy S20 FE is a better device, it is way more expensive than HTC One M9, and it doesn't have such a good quality/price relation as HTC One M9. So if you need that extra features and specs, you can buy Samsung Galaxy S20 FE, but if you don't you can save some dollars and buy the HTC One M9, letting go a couple features and specifications.
