The Samsung Galaxy S21 has a general score of 91.8, which is better than the HTC One M9's 77.7 general score. The Samsung Galaxy S21 design is notably newer and thinner, but also just a little bit heavier than HTC One M9. Both of these phones have Android OS, but the Samsung Galaxy S21 has newer 11 version and HTC One M9 has Android 5.0 version, so it gives a lot of extra features and enhanced performance.

HTC One M9 features a bit better CPU than Samsung Galaxy S21, because although it has a smaller amount of RAM memory, and they both have the same number of cores, the HTC One M9 also counts with a 64-bit processing unit and an extra graphics co-processor. HTC One M9 counts with a bit better screen than Galaxy S21, because although it has a little worse resolution of 1920 x 1080px and a quite smaller display, it also counts with a little bit higher quantity of pixels per screen inch.

Although Galaxy S21 is a better device, it is way more expensive than the HTC One M9, and it doesn't have such a good relation between it's price and quality as HTC One M9. If you want to save some money, you can get the HTC One M9, and give up a few features and specifications, but you'll get the most out of your money.
