Nokia 9 PureView has a score of 76.4, which is a little bit better than HTC U Play's 73.5 general score. Nokia 9 PureView's construction has the same thickness than HTC U Play, but it is somewhat heavier. If you want to save some dollars, you can buy the HTC U Play, and give up some specs and features, but you will get the most with your savings.
