The Galaxy Z Flip construction is incredibly newer and just a little bit thinner than the HTC U Play's, although it is extremely heavier. Galaxy Z Flip has just a bit better hardware performance than HTC U Play, and although they both have a Octa-Core processor, the Galaxy Z Flip also has a greater amount of RAM memory.
The Samsung Galaxy Z Flip features longer battery duration than HTC U Play, because it has 3300mAh of battery capacity instead of 2500mAh. The Samsung Galaxy Z Flip shoots much clearer pictures and videos than HTC U Play, because although it has a lot less mega-pixels camera in the back, it also counts with a bigger aperture for better low-light photography and a lot higher video quality.
Although Samsung Galaxy Z Flip is a better device, it is a lot more expensive than the HTC U Play, and it doesn't have such a good relation between it's price and quality as HTC U Play. If you are trying to save some dollars, you can buy HTC U Play, and give up a couple features, but you'll get the most with your budget.
