Huawei Mate X is just a bit better than Samsung Galaxy Note8, getting a overall score of 89.4 against 83. Huawei Mate X's body is incredibly newer than the Samsung Galaxy Note8's, but it's incredibly heavier and extremely thicker. These phones come with the same Android 9.0 Pie OS, so you shouldn't notice any difference regarding OS features.
The Huawei Mate X features a little bit better hardware performance than Samsung Galaxy Note8, and although they both have the same number of cores, the Huawei Mate X also has a higher amount of RAM. Galaxy Note8 has just a bit better screen than Huawei Mate X, because although it has a much smaller display and a bit worse resolution of 1440 x 2960 pixels, it also counts with a higher pixel amount per inch of screen.
Samsung Galaxy Note8 takes a little bit better videos and photos than Huawei Mate X, because although it has a lot smaller back camera sensor which gives a lot lower image and video quality and a much less megapixels resolution camera, it also counts with a larger diafragm aperture. The Huawei Mate X counts with a lot bigger storage to install games and applications than Samsung Galaxy Note8, because although it has no external memory slot, it also counts with more internal storage.

Although Huawei Mate X is a better device, it costs a lot more money than the Galaxy Note8, and it doesn't have such a good relation between it's price and quality as the Galaxy Note8. If you prefer to save some dollars, you can buy the Galaxy Note8, letting go a couple features and specs, but you'll get the most out of your savings.
