Huawei P20 Pro is just a bit better than Xiaomi Poco M3, with an 81.4 score against 78.2. The Huawei P20 Pro is an much older phone than Xiaomi Poco M3, but it's thinner and just a little bit lighter anyway. These phones work with the same Android 10 OS (operating system), so you shouldn't perceive any difference regarding that.
Huawei P20 Pro counts with just a bit better processing power than Xiaomi Poco M3, and although they both have a Octa-Core CPU, the Huawei P20 Pro also has more RAM memory. Huawei P20 Pro has just a bit better looking screen than Xiaomi Poco M3, because although it has a bit lower 1080 x 2240 resolution and a little smaller display, it also counts with a bit greater display pixels density.
Xiaomi Poco M3 has a better storage capacity to install applications and games than Huawei P20 Pro, because although it has 0 less internal storage capacity, it also counts with a slot for external memory cards that holds up to 512 GB. Huawei P20 Pro counts with a little bit better camera than Xiaomi Poco M3, because although it has a back camera with less megapixels, and they both have a F1.8 aperture, the Huawei P20 Pro also counts with a larger sensor providing a better image quality and a lot higher 3840x2160 (4K) video resolution.
Xiaomi Poco M3 counts with a much better battery duration than Huawei P20 Pro, because it has a 50 percent bigger battery capacity.
Although Huawei P20 Pro is a better device, it is a lot more expensive than Xiaomi Poco M3, and it doesn't have such a good relation between it's price and quality as the Xiaomi Poco M3. If you prefer to save a few dollars, you can buy the Xiaomi Poco M3, letting go a couple features, but you will get the most with your budget.
