Motorola razr (2020) has a score of 87, which is better than the Motorola Moto Z3's 77.6 general score. The Motorola razr (2020) body is noticeably newer than the Motorola Moto Z3's, but it is thicker and somewhat heavier. These phones come with Android OS (Operating System), but Motorola razr (2020) has an older 11 version while Motorola Moto Z3 has Android 9.0 Pie.
The Motorola Moto Z3 features a bit better screen than Motorola razr (2020), because although it has a bit smaller display, it also counts with a just a bit higher pixels density and a slightly better 1080 x 2160 resolution. Motorola razr (2020) has a bit faster processing unit than Motorola Moto Z3, and although they both have the same number of cores, the Motorola razr (2020) also has a larger amount of RAM.

Although Motorola razr (2020) is a better device, it is a lot more expensive than Motorola Moto Z3, and it doesn't have such a good price and quality relation as Motorola Moto Z3. So if you need that extra features and specs, you can buy Motorola razr (2020), else you can save a couple dollars and buy the Motorola Moto Z3, letting go some specifications.
