Galaxy M51 is much better than Galaxy C7 Pro, getting an 87.7 score against 78.4. Both of these devices include Android OS (Operating System), but Galaxy M51 has the previous 10 version and Galaxy C7 Pro has Android 6.0 Marshmallow.
