Galaxy Note 20 Ultra has a general score of 98.9, which is way better than HTC U23 Pro's global score of 77.8. Both of these phones work with the same Android 13 OS (operating system), so you shouldn't perceive any differences regarding that. The Galaxy Note 20 Ultra is an a lot older and just a bit heavier cellphone than the HTC U23 Pro, but Samsung made it a bit thinner anyway.
