Microsoft Surface Duo 2 has a global score of 85.3, which is slightly better than the Galaxy Note 3's general score of 81.2. Microsoft Surface Duo 2 is a a lot newer and extremely thinner cellphone than the Galaxy Note 3, but it's also much heavier. These phones include Android operating system, but the Microsoft Surface Duo 2 has the newer 11 version and Galaxy Note 3 has Android 5.0, giving you a couple nice extra features.

Galaxy Note 3 has a little sharper display than Microsoft Surface Duo 2, although it has a quite inferior number of pixels per inch in the screen, a really smaller display and a way worse resolution of 1920 x 1080 pixels. The Microsoft Surface Duo 2 features a little bit better memory capacity for games and applications than Samsung Galaxy Note 3, because although it has no slot for an external memory card, it also counts with more internal memory.

The Microsoft Surface Duo 2 has a bit better hardware performance than Samsung Galaxy Note 3, because although it has doesn't have a graphics processing unit, it also counts with a higher number of cores and more RAM. The Microsoft Surface Duo 2 features a much better battery performance than Galaxy Note 3, because it has 4449mAh of battery capacity instead of 3200mAh.

Microsoft Surface Duo 2 takes a little bit better videos and photos than Samsung Galaxy Note 3, because although it has a lower (4K) video definition and a back facing camera with a worse resolution, it also counts with a lot larger aperture to capture better low light photos and videos.

Although Microsoft Surface Duo 2 is a better device, it is way more expensive than the Galaxy Note 3, and it doesn't have such a good relation between it's price and quality as the Galaxy Note 3. If you want to save some money, you can get the Galaxy Note 3, giving up a couple features and specs, but you'll get the most out of your money.
