The Galaxy S20 FE has a general score of 90.8, which is much better than HTC One M9's 77.7 score. The Galaxy S20 FE body is incredibly newer and somewhat thinner than the HTC One M9's, but it is also somewhat heavier. Both of these devices have Android OS, but the Galaxy S20 FE has 11 version while HTC One M9 has Android 5.0, so it offers some nice extra features and a performance increase.
The HTC One M9 features a brighter screen than Galaxy S20 FE, because although it has a much smaller display and a quite lower resolution of 1920 x 1080px, it also counts with a bit better amount of pixels in each screen inch. HTC One M9 has a bit faster processing unit than Samsung Galaxy S20 FE, because although it has a lower amount of RAM, and they both have 8 cores, the HTC One M9 also counts with an extra GPU and a 64-bits CPU.

Galaxy S20 FE has a really longer battery life than HTC One M9, because it has a 4500mAh battery capacity against 2840mAh.
Although Galaxy S20 FE is a better device, it is way more expensive than the HTC One M9, and it doesn't have such a good quality/price relation as the HTC One M9. So if you want that extra features and specs, you can buy the Galaxy S20 FE, otherwise you can save some dollars and get the HTC One M9, giving up some features and specs.
