IPhone 13 Pro Max is just a bit better than Samsung Galaxy S21 FE, having a 93.2 score against 89.1. IPhone 13 Pro Max counts with iOS 15.x OS, and Samsung Galaxy S21 FE comes with Android 11 OS. The iPhone 13 Pro Max body is incredibly heavier but a little bit thinner than the Samsung Galaxy S21 FE, and both of them were released with only 4 months difference.
The iPhone 13 Pro Max features a bit better looking display than Samsung Galaxy S21 FE, because it has a bit larger display, a little greater count of pixels per inch in the screen and a better resolution of 1284 x 2778 pixels. The iPhone 13 Pro Max counts with a better CPU than Galaxy S21 FE, because although it has a lower number of cores (but faster), and they both have a 6 GB RAM, the iPhone 13 Pro Max also counts with a 64-bits processor.
The iPhone 13 Pro Max's memory capacity for applications, games, photos and videos is very similar to the Samsung Galaxy S21 FE one, they have equal internal memory capacity. Samsung Galaxy S21 FE features a little longer battery lifetime than iPhone 13 Pro Max, because it has a 4500mAh battery size instead of 4352mAh.
IPhone 13 Pro Max takes clearer photos and videos than Galaxy S21 FE, and although they both have a back facing camera with a 12 mega pixels, the same 3840x2160 video resolution and the same 60 frames per second video frame rates, the iPhone 13 Pro Max also has a larger camera aperture to take better images in poorly lited environments.
Although iPhone 13 Pro Max is a better device, it costs a lot more than Galaxy S21 FE, and it doesn't have such a good price and quality relation as the Galaxy S21 FE. So if you want that extra features and specs, you can buy the iPhone 13 Pro Max, else you can save a couple dollars and get the Galaxy S21 FE, resigning some specifications.
