The Galaxy S21 has a general score of 91.8, which is better than HTC One M9's 77.7 overall score. Both of these phones come with Android OS, but Galaxy S21 has 11 version and HTC One M9 has Android 5.0 version, so it counts with some nice extra features and performance improvements. Galaxy S21's design is noticeably newer and somewhat thinner than the HTC One M9's, although it's also just a little heavier.

HTC One M9 counts with a little sharper screen than Galaxy S21, because although it has a bit lower resolution of 1920 x 1080 and a little smaller display, it also counts with a just a little higher screen pixel density. HTC One M9 counts with just a little better processing power than Samsung Galaxy S21, because although it has a lower amount of RAM, and they both have a Octa-Core processor, the HTC One M9 also counts with a graphics processing unit and a 64 bits processor.

The Galaxy S21 has a slightly better camera than HTC One M9, because although it has a back facing camera with a way worse 12 mega pixels resolution, it also counts with a lot bigger back camera sensor capturing more light and vivid colors, a much higher video resolution and a larger aperture. Samsung Galaxy S21 features a lot bigger memory to install games and applications than HTC One M9, because although it has no slot for an external memory card, it also counts with 96 GB more internal memory capacity.

The Samsung Galaxy S21 features a much longer battery performance than HTC One M9, because it has 4000mAh of battery capacity against 2840mAh.

Although Galaxy S21 is a better device, it is a lot more expensive than the HTC One M9, and it doesn't have such a good quality/price relation as HTC One M9. If you are trying to save some money, you can buy the HTC One M9, giving up a few specs and features, but you'll get the most out of your budget.
