The Moto Z3 Play is just a bit better than Samsung Galaxy S4 Active, getting a 76.3 score against 71.7. Although the Moto Z3 Play is a bit heavier than Samsung Galaxy S4 Active, it's noticeably thinner and much newer. The Galaxy S4 Active has a sharper screen than Moto Z3 Play, because although it has a bit worse resolution of 1920 x 1080 pixels and a bit smaller screen, it also counts with a just a bit higher screen pixel density.
The Motorola Moto Z3 Play features much more storage to install applications and games than Samsung Galaxy S4 Active, because it has a SD memory slot that supports up to 1,95 TB and more internal storage capacity. Moto Z3 Play counts with a processor that is just as good as the Samsung Galaxy S4 Active one, because although the Moto Z3 Play has doesn't have a GPU, it also counts with a greater amount of RAM and a higher number of cores (although they are slower).
The Moto Z3 Play shoots much clearer pictures and videos than Galaxy S4 Active, because it has a much better 3840x2160 (4K) video quality and a back-facing camera with a way better 12 mega-pixels resolution. The Moto Z3 Play has a bit superior battery life than Galaxy S4 Active, because it has 3000mAh of battery capacity against 2600mAh.
Although Motorola Moto Z3 Play is a better device, it is a lot more expensive than Galaxy S4 Active, and it doesn't have such a good price and quality relation as Galaxy S4 Active. If you want to save some money, you can buy Galaxy S4 Active, letting go a couple features, but you will get the most with your savings.
