The Galaxy Note 20 Ultra is a lot better than Samsung Galaxy S4, having a 98.9 score against 79. Even though Galaxy Note 20 Ultra is noticeably newer than Samsung Galaxy S4, it's notably heavier and just a little thicker. Both of these devices include Android OS (Operating System), but the Galaxy Note 20 Ultra has a more recent 13 version while Samsung Galaxy S4 has Android 4.4 version, providing the user a couple additional features and better performance.

Galaxy S4 counts with a slightly better screen than Galaxy Note 20 Ultra, although it has a just a little less pixels per screen inch, a really smaller display and a way worse resolution of 1920 x 1080 pixels. Galaxy Note 20 Ultra counts with a very superior battery lifetime than Galaxy S4, because it has 4500mAh of battery capacity.

Although Galaxy Note 20 Ultra is a better device, it is a lot more expensive than Galaxy S4, and it doesn't have such a good price and quality relation as Galaxy S4. If you are trying to save a few dollars, you can get the Galaxy S4, and give up a few features and specifications, but you will get the most with your money.
