The Samsung Galaxy Z Flip 3 has a global score of 85.6, which is a little bit better than the Galaxy Note 4's 81.6 general score. These phones have Android OS (Operating System), but the Samsung Galaxy Z Flip 3 has a newer 11 version and Galaxy Note 4 has Android 5.0, so it provides the user some nice extra features and better performance. The Samsung Galaxy Z Flip 3 construction is a lot newer and thinner than Galaxy Note 4's, but it is just a bit heavier.
Samsung Galaxy Z Flip 3 counts with just a little better processing power than Samsung Galaxy Note 4, because although it has doesn't have a GPU, it also counts with a larger number of cores and a greater amount of RAM. The Galaxy Note 4 counts with a sharper screen than Galaxy Z Flip 3, because although it has a quite smaller screen, it also counts with a just a little greater screen pixel density and a bit higher 2560 x 1440 pixels resolution.
Samsung Galaxy Note 4 takes much better pictures and videos than Samsung Galaxy Z Flip 3, because although it has a smaller diafragm aperture which is worse for capturing images and videos in low-light environments, it also counts with a camera with much more megapixels. Galaxy Z Flip 3 features a lot bigger memory capacity to install applications and games than Samsung Galaxy Note 4, because although it has no SD card slot, it also counts with 128 GB internal memory capacity.

Although Galaxy Z Flip 3 is a better device, it is way more expensive than the Galaxy Note 4, and it doesn't have such a good relation between it's price and quality as Galaxy Note 4. If you want to save some money, you can buy the Galaxy Note 4, giving up a couple features and specs, but you will get the most with your budget.
