Galaxy Z Flip has a global score of 88.5, which is much better than the Galaxy S4's general score of 79. These devices use Android OS (Operating System), but Galaxy Z Flip has a more recent 12 version while Galaxy S4 has Android 4.4, providing you some additional features. Although the Galaxy Z Flip is much heavier than the Galaxy S4, it's a bit thinner and also newer.
Samsung Galaxy S4 has a bit better display than Galaxy Z Flip, because although it has a lot smaller screen and a little lower 1920 x 1080px resolution, it also counts with a bit higher pixels density. Galaxy Z Flip features a bit superior processing unit than Galaxy S4, because although it has doesn't have an extra graphics processing unit, it also counts with a larger number of cores and a greater amount of RAM.
The Galaxy Z Flip counts with a much better camera than Galaxy S4, because although it has a less MP camera, it also counts with a larger sensor taking higher quality videos and pictures, a much higher 3840x2160 video resolution and a larger camera aperture to capture better photos and videos in poorly lited situations.
Samsung Galaxy Z Flip has a very superior storage capacity for games and applications than Samsung Galaxy S4, because although it has no external SD slot, it also counts with 192 GB more internal memory capacity. The Galaxy Z Flip features better battery lifetime than Galaxy S4, because it has a 27 percent more battery capacity.
Although Galaxy Z Flip is a better device, it is way more expensive than Galaxy S4, and it doesn't have such a good relation between it's price and quality as Galaxy S4. If you are trying to save some dollars, you can get Galaxy S4, and give up a couple features, but you will get the most with your money.
