Both of these devices include Android OS (operating system), but Samsung Galaxy Z Fold 2 has the previous 11 version and Motorola Moto Z3 has Android 9.0 Pie.

Samsung Galaxy Z Fold 2 features a little better processing power than Motorola Moto Z3, and although they both have 8 cpu cores, the Samsung Galaxy Z Fold 2 also has more RAM. Moto Z3 has a display that's very similar to Samsung Galaxy Z Fold 2's display, because although the Moto Z3 has a way worse 1080 x 2160 resolution and a much smaller screen, it also counts with a little bit better pixel density.

Motorola Moto Z3 has a better storage capacity for apps and games than Galaxy Z Fold 2, because although it has just 64 GB internal storage, it also counts with a SD memory card expansion slot that supports up to 1,95 TB. The Samsung Galaxy Z Fold 2 features just a bit better camera than Moto Z3, and although they both have a 12 mega pixels resolution back facing camera and the same (4K) video quality, the Samsung Galaxy Z Fold 2 also has better video frame rate, a lot bigger sensor and a bigger camera aperture for better low-light photography.

The Samsung Galaxy Z Fold 2 features a much better battery duration than Moto Z3, because it has 4500mAh of battery capacity against 3000mAh.

Although Galaxy Z Fold 2 is a better device, it costs a lot more money than the Moto Z3, and it doesn't have such a good relation between it's price and quality as Moto Z3. So if you want that extra features, you can buy Galaxy Z Fold 2, else you can save a couple dollars and buy the Moto Z3, giving up some features and specs.
