The Xperia 1 II is a little bit better than the Galaxy Z Fold 3, having a 91 score against 90.6. The Xperia 1 II design is way lighter than the Galaxy Z Fold 3, although it is somewhat thicker and was released a bit more further than a year before. Both of these devices use the same Android 11 operating system, so you shouldn't notice any differences regarding OS features.

Samsung Galaxy Z Fold 3 features a bit better processing power than Xperia 1 II, and although they both have the same number of cores, the Samsung Galaxy Z Fold 3 also has more RAM. The Xperia 1 II counts with a much better display than Galaxy Z Fold 3, because although it has a quite smaller screen, it also counts with a much higher pixels amount per inch of screen and a higher 1644 x 3840 resolution.
