Both of these devices use Android OS (Operating System), but Xiaomi Mi Note 2 has a newer 6.0 Marshmallow version and OnePlus 8 UW has Android 10 version. Xiaomi Mi Note 2's body is a little bit thinner and a little lighter than OnePlus 8 UW, although it was released many years before.

OnePlus 8 UW has a little faster processor than Xiaomi Mi Note 2, because it has a higher amount of RAM and a greater number of cores (and they are faster). The OnePlus 8 UW counts with a brighter display than Xiaomi Mi Note 2, because it has a little bit higher pixel quantity in each screen inch, a slightly higher resolution of 1080 x 2400 and a bit bigger display.

Xiaomi Mi Note 2 and OnePlus 8 UW both have similar storage for games and applications, both have exactly the same internal storage. The OnePlus 8 UW has just a little better battery lifetime than Xiaomi Mi Note 2, because it has 4300mAh of battery capacity. OnePlus 8 UW shoots much better pictures and videos than Xiaomi Mi Note 2, and although they both have the same video frame rate and the same (4K) video resolution, the OnePlus 8 UW also has a much more mega pixels camera in the back, a much bigger camera sensor taking much better quality videos and photos and a larger aperture for better photos and videos in low light environments.

The Xiaomi Mi Note 2 not only is the best phones between the ones we are comparing here, but it's also by far the cheapest one.
