Samsung Galaxy S21 FE is better than the Xiaomi Mi Note 2, getting an 89.1 score against 76. Both of these phones include Android operating system, but the Samsung Galaxy S21 FE has the older 11 version and Xiaomi Mi Note 2 has Android 6.0 Marshmallow.
