Galaxy Z Fold 2 is much better than the Xiaomi Mi Note 2, getting a global score of 94.6 against 76. Galaxy Z Fold 2's construction is extremely newer and a little thinner than Xiaomi Mi Note 2's, but it's incredibly heavier. These devices have Android OS (operating system), but Galaxy Z Fold 2 has an older 11 version while Xiaomi Mi Note 2 has Android 6.0 Marshmallow version.
Galaxy Z Fold 2 counts with a bit faster CPU than Xiaomi Mi Note 2, because it has more RAM memory and more processing cores. Galaxy Z Fold 2 has a bit more vivid screen than Xiaomi Mi Note 2, because although it has a little bit lower pixels density, it also counts with a higher resolution of 1768 x 2208 and a much bigger screen.
The Galaxy Z Fold 2 has much more storage capacity for applications, games, photos and videos than Xiaomi Mi Note 2, because it has 128 GB more internal storage. Galaxy Z Fold 2 captures much better photos and videos than Xiaomi Mi Note 2, because although it has a lower video quality and a much less megapixels back facing camera, it also counts with a way bigger sensor shooting much better quality photos and a larger aperture to capture better low-light photography.

So if you want that extra specs and features, you can buy the Galaxy Z Fold 2, else you can save some money and buy the Xiaomi Mi Note 2, letting go some features and specs.
