The iPhone 12 mini is much better than Xiaomi Redmi Note 4, having an 88.5 score against 74.1. IPhone 12 mini comes with iOS 14.x operating system, and Xiaomi Redmi Note 4 comes with Android 7.0 Nougat operating system. IPhone 12 mini's design is incredibly newer, lighter and thinner than the Xiaomi Redmi Note 4.

IPhone 12 mini features a better camera than Xiaomi Redmi Note 4, because although it has a back-facing camera with a lower resolution, it also counts with a way better 3840x2160 (4K) video quality and a larger diafragm aperture to capture better low light photography and video.
Xiaomi Redmi Note 4 has a really longer battery duration than iPhone 12 mini, because it has 4100mAh of battery capacity against 2227mAh.
Although iPhone 12 mini is a better device, it is a lot more expensive than the Xiaomi Redmi Note 4, and it doesn't have such a good relation between it's price and quality as the Xiaomi Redmi Note 4. So if you want that extra features and specs, you can buy iPhone 12 mini, else you can save some dollars and get the Xiaomi Redmi Note 4, letting go a couple features and specs.
