Samsung Galaxy Note 20 Ultra is way better than Xiaomi Redmi Note 4X, getting a score of 98.9 against 71.8. The Samsung Galaxy Note 20 Ultra body is way newer and just a little bit thinner, but heavier than the Xiaomi Redmi Note 4X. These devices come with Android OS (Operating System), but the Samsung Galaxy Note 20 Ultra has the previous 13 version while Xiaomi Redmi Note 4X has Android 6.0 Marshmallow.
The Galaxy Note 20 Ultra counts with just a little better performance than Xiaomi Redmi Note 4X, and although they both have the same number of cores, the Galaxy Note 20 Ultra also has a higher amount of RAM. The Samsung Galaxy Note 20 Ultra has a slightly better looking screen than Xiaomi Redmi Note 4X, because it has a bit better pixel quantity in each inch of display, a way better resolution of 1440 x 3088 and a larger screen.

Although Samsung Galaxy Note 20 Ultra is a better device, it is a lot more expensive than the Xiaomi Redmi Note 4X, and it doesn't have such a good relation between it's price and quality as the Xiaomi Redmi Note 4X. So if you want that extra specs, you can buy the Samsung Galaxy Note 20 Ultra, else you can save some dollars and buy the Xiaomi Redmi Note 4X, giving up some specifications.
