The Apple iPad Pro 13-inch (M4, 2024) is just a bit better than the Apple iPad 4, with a general score of 74.8 against 70.8. Apple iPad Pro 13-inch (M4, 2024)'s construction is incredibly thinner and way lighter than the Apple iPad 4. Apple iPad Pro 13-inch (M4, 2024) works with iPadOS 16.x operating system, and Apple iPad 4 comes with iOS 7.x operating system.
The iPad 4 features a brighter display than iPad Pro 13-inch (M4, 2024), although it has a lot worse resolution of 1536 x 2048, a really smaller display and a little bit lower quantity of pixels per screen inch. IPad Pro 13-inch (M4, 2024) counts with a much bigger storage for games and applications than iPad 4, because it has 256 GB internal storage.
The iPad 4 counts with a much powerful processor than Apple iPad Pro 13-inch (M4, 2024), because although it has an inferior number of cores (but faster) and a smaller amount of RAM memory, it also counts with an additional graphics processor. The Apple iPad Pro 13-inch (M4, 2024) shoots better videos and photos than iPad 4, because it has a camera with a much better 12 megapixels resolution and a lot higher 3840x2160 (4K) video resolution.

So if you want that extra specs and features, you can buy the Apple iPad Pro 13-inch (M4, 2024), but if you don't you can save some dollars and buy the iPad 4, letting go some features and specs.
