The iPad 4 has a bit better display than Huawei MediaPad M1, because it has a way higher 1536 x 2048 pixels resolution, more pixels per screen inch and a bigger screen. The iPad 4 counts with a very superior storage capacity to install games and applications than Huawei MediaPad M1, because although it has no SD extension slot, it also counts with more internal memory capacity.
The iPad 4 has a little bit better processing power than Huawei MediaPad M1, because although it has 2 lesser and slower CPU cores, and they both have the same RAM memory amount, the iPad 4 also counts with a graphics processing unit. The iPad 4 takes much better pictures and videos than Huawei MediaPad M1. They have a 5 megapixels resolution camera, the same 1920x1080 video definition and the same video frame rate.
The Huawei MediaPad M1 features a much better battery life than iPad 4.
Although iPad 4 is a better device, it is way more expensive than Huawei MediaPad M1, and it doesn't have such a good relation between it's price and quality as the Huawei MediaPad M1. If you want to save some money, you can buy Huawei MediaPad M1, giving up some specs and features, but you will get the most with your savings.
