IPad 4 has a score of 70.8, which is a bit better than the iPad 9.7-inch's overall score of 65.4. Both of these devices include iOS operating system, but the iPad 4 has the newer 7.x version while iPad 9.7-inch has iOS 13.x version, so it provides some additional features. IPad 4's design is somewhat thicker and much heavier than iPad 9.7-inch.
Apple iPad 4 features a more vivid display than iPad 9.7-inch. Both have a same size display, the same number of pixels per inch in the display and the same resolution of 1536 x 2048px. The iPad 4 counts with a much greater storage for applications and games than iPad 9.7-inch. The Apple iPad 9.7-inch counts with a bit better processing power than iPad 4, because although it has doesn't have an extra graphics processing unit, and they both have a Dual-Core CPU, the Apple iPad 9.7-inch also counts with 1 GB more RAM.
The Apple iPad 9.7-inch has a bit better camera than Apple iPad 4, and although they both have a same size aperture, the same 1920x1080 (Full HD) video resolution and the same video frame rates, the Apple iPad 9.7-inch also has a back facing camera with a much better 8 megapixels resolution. Apple iPad 9.7-inch has a superior battery duration than iPad 4.
Although Apple iPad 4 is a better device, it costs a lot more than the iPad 9.7-inch, and it doesn't have such a good relation between it's price and quality as iPad 9.7-inch. So if you need that extra specs and features, you can buy the Apple iPad 4, but if you don't you can save some dollars and buy the iPad 9.7-inch, resigning some specs and features.
