The iPod Touch 5th Generation is a bit better than Microsoft Surface RT, with a global score of 62.7 against 58.4. The iPod Touch 5th Generation counts with iOS 7.x OS, while Microsoft Surface RT comes with Windows RT OS. The iPod Touch 5th Generation is a thinner and extremely lighter portable tablet than the Microsoft Surface RT, even though both were released with only a couple months difference.

The iPod Touch 5th Generation counts with a much sharper screen than Microsoft Surface RT, because although it has a really smaller display and a bit lower 1136 x 640 pixels resolution, it also counts with a much higher pixel quantity per inch of screen. The Microsoft Surface RT counts with a bit superior processing unit than iPod Touch 5th Generation, because it has more RAM memory, a higher number of cores (and also faster) and a faster graphics processor working at 520 MHz.

The iPod Touch 5th Generation and the Microsoft Surface RT feature incredibly similar storage to store more apps and games, both of them have exactly the same internal memory. IPod Touch 5th Generation counts with a very superior camera than Microsoft Surface RT, and although they both have the same 1920x1080 (Full HD) video resolution and the same video frame rates, the iPod Touch 5th Generation also has a back-facing camera with a way better resolution.

The iPod Touch 5th Generation counts with a very superior battery life than Microsoft Surface RT.

Although iPod Touch 5th Generation is a better device, it costs a lot more money than Microsoft Surface RT, and it doesn't have such a good relation between it's price and quality as the Microsoft Surface RT. If you prefer to save some money, you can get Microsoft Surface RT, and give up a couple features, but you will get the most with your budget.
