The Microsoft Surface Pro 2 comes with Windows 8.1 Pro OS, while Galaxy Tab has Android 2.3.3 OS.

The Microsoft Surface Pro 2 has just a bit better display than Galaxy Tab, because it has a way bigger screen, a way better 1080 x 1920 resolution and a just a little better pixel density. The Microsoft Surface Pro 2 has a better processor than Galaxy Tab, because it has more CPU cores and a higher amount of RAM memory. The Samsung Galaxy Tab counts with a way better battery performance than Microsoft Surface Pro 2. Galaxy Tab has a lot better camera than Microsoft Surface Pro 2. Both of them have the same 30 frames per second video frame rates and the same 720x480 video definition.

Although Microsoft Surface Pro 2 is a better device, it is a lot more expensive than Samsung Galaxy Tab, and it doesn't have such a good quality/price relation as Samsung Galaxy Tab. So if you want that extra specs, you can buy Microsoft Surface Pro 2, otherwise you can save some money and get the Samsung Galaxy Tab, giving up a couple specs and features.
