The Samsung Galaxy Tab 2 10.1 has an overall score of 62.7, which is better than the Panasonic Toughpad JT-B1's overall score of 54.4. Both of these devices use the same Android 4.0 OS, so you shouldn't see any differences regarding that. Panasonic Toughpad JT-B1 counts with a little more vivid display than Galaxy Tab 2 10.1, because although it has a lot smaller screen and a way worse resolution of 600 x 1024px, it also counts with a just a bit higher count of pixels in each inch of display.
The Samsung Galaxy Tab 2 10.1 counts with a bit better CPU than Panasonic Toughpad JT-B1, and although they both have a 1 GB RAM memory and the same number of cores, the Samsung Galaxy Tab 2 10.1 also has a much better GPU running at 400 MHz. So if you want that extra specs and features, you can buy the Galaxy Tab 2 10.1, otherwise you can save some money and get the Panasonic Toughpad JT-B1, letting go a couple features and specs.
