Both of these tablets use Android OS, but Galaxy Note 10.1 (2014) has a newer 4.4.2 version and LG G Pad 8.3 has Android 4.4, so it counts with a couple nice extra features and optimized performance.
Galaxy Note 10.1 (2014) counts with a bit better CPU than LG G Pad 8.3, and although they both have 4 CPU cores, the Galaxy Note 10.1 (2014) also has 1 GB more RAM memory and a graphics processor. Samsung Galaxy Note 10.1 (2014) has a little bit better looking display than LG G Pad 8.3, because it has a larger screen, a little bit higher pixel count per display inch and a better resolution of 1600 x 2560.
The Galaxy Note 10.1 (2014) features much more memory capacity to store more games and applications than LG G Pad 8.3, and although they both have an external memory card slot that supports a maximum of 64 GB, the Galaxy Note 10.1 (2014) also has 32 GB internal storage capacity. The LG G Pad 8.3 features a lot better camera than Galaxy Note 10.1 (2014), although it has a lot less MP back-facing camera and a worse video quality.

So if you want that extra features and specs, you can buy Galaxy Note 10.1 (2014), else you can save some dollars and get the LG G Pad 8.3, resigning a couple features and specifications.
